I beg to acknowledge the receipt of a communication from your predecessor Mr. Frater
in which he stated that he had received a despatch from H. E. the Officer administering the Government of Hongkong reporting the unwarrantable detention of a person by Chinese soldiers on board the passenger steam "Chin Zing" within the waters of the British Colony of Hongkong, and of his conveyance on board a launch to a fort, and his forcible landing there, & inclosing for my information the depositions of the case before the Police Magistrate (Capt. Sappington of Police) C. Alabaster Esq.
